Trend of Activities in IAEA

By Dr. Sueo Machi,

Senior Managing Director, Japan Atomic Industrial Forum, Inc.

Main activity of the IAEA is to promote peaceful utilization of atomic energy and safe guard of nuclear materials.

IAEA has a usual budget of about $230 million a year from the affiliation countries.

Promotion of the peaceful utilization and safe guard expense 33% and 36% of the budget respectively. Other than usual budget, it has an extra one of $70 million from voluntary countries. This extra budget is used for technical support for developing countries.

The technical support is made based on the following definite general rules:

EIt gives some benefit to end - users in supported country.

ESuperiority of nuclear technology over other one should be clarified.

EIt should match to the proper policy of the supported country.

In some case where it is intended to transfer the nuclear power generation technology to developing countries, there are difficulties caused by shortage of economical or technical infrastructure in the supported countries. However, it is relatively easy to transfer usage of radiation for medical treatment and extermination of injurious insects, and of electron beam for desulfurization exhaust.

Extermination of fly was successfully completed to protect livestocks from an infection in Tanzania.

In Africa countries, there is a shortage of X - ray generator and particle accelerator. Then, IAEA developed simplified equipments and systems recycling used equipments in cooperation with manufactures for those countries.

Desulfurization of exhaust using electron beam is realized in Poland and Bulgaria based on technology developed in Japan.

While Japan bears 19% share of IAEA budget, next to 25% share of U.S.A., the Japanese share of IAEA officer occupies only 3.2%.

It is desired to apply the advertisement for officer In order to increase the Japanese share.
